On March 24, 1804, when Jefferson County was formed and named in honor of President Thomas Jefferson, virgin pine trees covered the hills, which were home to panthers, bear, wolves, and deer. The County's borders extended then to half of Forest County and a portion of Elk County but people traveled to Indiana to conduct legal business. Brookville was designated the county seat in 1830 and the first Courthouse was completed December 14, 1832 at a final cost of $86,413.00. Article V of the Pennsylvania Constitution provides for a Unified Judicial System comprised of several levels. Courts of Common Pleas are general jurisdiction courts and there are presently 60 judicial districts throughout the Commonwealth.The Court of Common Pleas of Jefferson County first became a separate judicial district in 1895. The 54th Judicial District of Jefferson County consists of one President Judge and two active Senior Judges. The Court supervises all Adult Probation, Juvenile Probation and Parole, Domestic Relations Section, and the Law Library and provides administrative services for three District Justice Courts. |
Today a court's overall management function must be considered a shared
responsibility between judges and their court administrators. Although final
management of the county court system must always be the responsibility of the
President Judge, the day-to-day administration of the nonjudicial functions is
with the court administrator. The court administrator provides administrative
support to the departments that are supervised by the Court. Other functions of
court administration include fiscal management, jury management, space
management, technology/information management, and liaison to other governmental
agencies.
